CCHL Rules and Regulations
总则
General
1.城市冰球联赛-北京赛区相关规则和章程如下所示。未单独列明的部分，适用《2014-2018年国际冰球联合会裁判规则手册》（女子）中相关规则和条款。
The tournament will be played under the IIHF rules (women) , referring to 2014-2018 IIHF Official Rule Books, unless otherwise specified below.
2.CCHL管理委员会是比赛的管理机构。CCHL管理委员会有权在认为必要的时候，对比赛规则和章程进行增减或修改，并且对比赛规则和章程保留最终解释权。
The CCHL Committee is the governing body of the tournament, reserves the right to amend the rules and regulations if necessary and reserves the right of final interpretation.
3. 参加CCHL比赛的队伍和人员理解并尊重该规则，并且同意始终遵守这些规则。
Participating teams and players understand and respect the rules and regulations, and agree to be bound by them.
比赛规则
Playing Rules
1.所有比赛常规时间进行3局比赛，每局20分钟比赛停止不停止计时，以场外计时记分员记录的比赛时间为准。常规时间每局之间休息2分钟，加时赛或射门比赛开始之前休息1分钟。每支球队在每场比赛常规时间可以申请1次30秒暂停。
All games consist of 3 periods with 20 minutes running time for regulation time, in accordance with the official timekeeper. 2 minutes intermission between each period in regulation time and before overtime or the shootout. Each team is allowed a 30-second time-out per game during regulation time.
2.每场比赛必须分出胜负，常规时间获胜的球队积3分，失利的球队积0分。
There must be a winning team for each game. 3 points for the winning team at the conclusion of regulation time, 0 points for the team losing the game in regulation time.
3.如果常规时间两队比分为平局，两队分别积1分，并且将通过加时赛或/和射门比赛分出胜负。获胜队再积1分，并且在数据统计中记为SO（加时赛/射门比赛获胜）：
- 常规赛阶段，没有加时赛，直接进行射门比赛；
- 总决赛阶段，进行突然死亡法的5分钟3打3加时赛（比赛停止不停止计时）。如果加时赛结束后比分仍为平局，将进行射门比赛。
1 point for both teams at the conclusion of regulation time if the game is tied. Additional 1 point earned for the team winning the game in a 5-minute overtime or the shootout procedure, counted as SO in statistics:
- In the regular season, all games end in a tie after regulation time will go straight to the shootout without overtime.
- In the finals, games end in a tie after regulation time will then play a sudden death 3-on-3 overtime period of not more than 5 minutes. If no goal is scored in the overtime then the shootout procedure will apply.
4.射门比赛将以每支球队3名不同的射手开始，交替射门。常规时间或加时赛结束时受罚没有结束的队员，以及被判严重违例或停赛的队员，没有资格参加射门比赛。如果每队所有射门完成后结果仍然是平分，每队将派一名队员交替进行突然死亡法的射门。这时球队可以选用同一名队员进行每次射门。
The procedure will begin with 3 different shooters from each team taking shots alternately. Players serving penalties which had not expired prior to the completion of the regulation time or the overtime are not eligible to participate in the shootout, as well as players who had been assessed game-misconduct or match penalties. If the score of the shootout is still tied after 6 shots, it will continue under a sudden-death format. A player is eligible to shoot in as many rounds of the sudden-death format as may occur.
5. 常规赛和总决赛均采用国际冰联女子冰球比赛标准，不允许向对方队员发起身体冲撞。国际冰联裁判规则手册中对于非法撞人（规则169）的标准为：
(1) 女子冰球中非法撞人指身体冲撞对方队员。
(2) 队员身体冲撞对方将被判以下之一：（1）小罚；或（2）大罚和自动严重违例；或（3）停赛。
(3) 队员身体冲撞使对方受伤或鲁莽地危害对方，将被判大罚和自动严重违例，或停赛。
(4) 如果两名队员在追逐球，前提是两人持续将获得球权作为唯一目的，允许合理的推搡和互相倾靠。
(5) 如果两个或多个队员在争抢球权，不允许她们利用界墙与对方发生身体接触以此将她排除出比赛，或将她推向界墙，或沿着界墙按压住她。
所有这些行为表明对获得球权没有兴趣。
(6) 静止的队员有权占据那片冰面区域。对方应避免身体接触这样的队员。如果该队员站在对方和球之间，对方队员有义务绕行静止的队员。
(7) 如果带球队员直接滑向静止不动的对方队员，带球队员有义务避免与她接触。但是，如果带球队员尽一切努力避免接触，并且对方队员移动碰撞到球队员，对方队员将因身体冲撞被判小罚。
NO BODY CHECKING IS ALLOWED IN ALL GAMES. Penalties will be assessed under the IIHF Women’s Rules. Rule 169 ILLEGAL HIT in the IIHF Official Rule Book as below:
i. An illegal hit in women’s hockey refers to body checking an opponent.
ii. A player who body checks an opponent will be assessed one of: (1)a minor penalty; (2) a major penalty and automatic game-misconduct penalty; (3) a match penalty.
iii. A player who injures or recklessly endangers an opponent by body checking will be assessed either a major penalty and automatic game-misconduct penalty or a match penalty.
iv. If two players are in pursuit of the puck, they are reasonably allowed to push and lean into each other provided that possession of the puck remains the sole object of the two players.
v. If two or more players are fighting for possession of the puck, they are not allowed to use the boards to make contact with an opponent to eliminate her from the play, push her into the boards, or pin her along the boards. All of these actions indicate an absence of interest in gaining possession of the puck.
vi. A player who is stationary is entitled to that area of the ice. It is up to the opponent to avoid body contact with such a player. If that player is stationed between the opponent and the puck, the opponent is obliged to skate around the stationary player.
vii. If a player with the puck is skating directly at an opponent who is stationary, it is the obligation of the puck carrier to avoid contact. But, if the puck carrier makes every effort to avoid contact and the opponent moves into the puck carrier, that opponent will be assessed a minor penalty for body checking.
6.比赛期间，如果场内队员受伤、球网掉落、场地设备等需要调整修理或发生其他情况，场内裁判员认为有必要停止比赛，将停止比赛计时，并且在下一次比赛开始时恢复计时。
During the game action, the on-ice officials will stop the game for injured player on the ice, fallen goal net, facilities adjustment or any other instance if necessary. The time will stop and be resumed when start to play.
7.比赛期间，如果球打到守门员头盔，比赛将继续而不会停止，除非场内裁判员认为守门员可能受伤，或者可以见到守门员受伤。判断标准完全由场内裁判员决定。
During the game action, in the instance a goalkeeper is struck in the head by a puck, the play will continue and not be blown dead unless the on-ice officials feel an injury occurred or an injury is visibly present. The call is strictly discretionary by the on-ice officials.
队伍组成和队员资格
Team Rosters and Player Eligibility
1.在赛季开始前，全部注册队员必须签署免责条款。非注册队员没有资格代表球队参加比赛。本规则中队员包括球员和守门员。在队伍报名表中需如实填写冰球运动相关经历。
All registered players must sign the Liability Waiver prior to the start of regular season. Relevant experience in ice hockey should be filled in with honesty. Players not registered are ineligible to participate. Players conclude skaters and goalkeepers here.
2.注册队员的年龄需在16岁到60岁之间，以身份证件上的出生日期在注册时的年龄为准。注册时年龄不满18岁的队员，需法定监护人在队员注册表和免责条款上签字。
All players must between 16 and 60 years of age to qualify for league registration, according to the birth date on ID. Parent or legal guardian signature is required for players under 18.
3.注册队员为非现役职业冰球运动员。如果在2010年1月1日之后曾经参加过职业冰球比赛，必须注册为进阶队员。在2010年1月1日之后没有参加过职业冰球比赛，可注册为普通队员。
Registered players should not be current professional players. Players participating in professional ice hockey games after Jan 1st 2010 are required to register as the advanced players.
4.一个赛季中，一名队员只允许注册在一支球队参加常规赛和总决赛，没有例外。
A player is allowed to register to only one team for both regular season and the finals, with no exceptions.
5.每支球队至少由10名球员和1名守门员组成。每队同时在场上的队员里，最多有1名进阶队员。
Each team can register 10 skaters and 1 goalkeeper minimum. Only 1 advanced player is permitted on the ice during the game.
6.每支球队指定1名队员作为队长，同时可以注册1名教练和1名球队经理。队长或教练可以兼任球队经理。球队经理代表球队与管理委员会进行沟通。
Each team should assigned a player as captain and can register 1 coach and 1 team manager additionally. The Captain or coach can act as team manager, communicating with the Committee on behalf of the team.
7.如果球队中唯一的守门员受伤而无法参加比赛，球队经理需要在比赛开始前至少24小时向管理委员会提出申请。常规赛阶段经同赛区内其他球队同意，总决赛阶段经全部球队同意后，该球队可以选用非注册的守门员参加后续比赛。
Barring injury or a goalkeeper(s) being unavailable for games, the team manage should consult with the Committee. With consent from other teams within the division in regular season, or all other teams in the finals, an unregistered goalkeeper is allowed to play for the team.
8.在每场比赛开始之前，参赛队员必须出示带有照片的身份证件（身份证、护照等）。如果未能出示符合要求的证件，将被视为非法队员，没有资格参加该场次的比赛。
Players must be prepared to provide pictured ID upon the request of league officials before the start of each game. Otherwise, the player will be considered as illegal player and not permitted to play in this game.
9.如果有非注册队员或非法队员上场比赛，需要立即离开冰面。如果拒绝离开，将直接裁定该队员所在球队该场比赛弃赛，对方球队获胜。如果一个赛季中，一支球队第二次出现有非注册队员或非法队员上场比赛，该球队将失去该赛季的参赛资格。
If a player is found to be illegal or ineligible during a game, he/she will be requested to leave the ice immediately. Refusing to leave, the team will forfeit the game to the opponent. If an illegal or ineligible player is found for the second time in the season, the team will forfeit the remainder of its games in the current season.
队员装备
Equipment and Uniforms
1.队员必须穿着联赛定制的球队统一队服和护腿袜参加比赛。护腿袜颜色应与队服配套。
All players are required to be dressed uniformly in matching jerseys and socks, provided by the league.
2.赛前热身和比赛期间，队员必须穿着全套护具才可以进入冰面。全套护具至少包括头盔、护肩（护胸）、护肘、防摔裤、护腿和手套。
All players are required to wear full equipment, while on the ice during pre-game warmup and the game itself. Full equipment consists of CSA approved helmet, Shoulder pads, elbow pads, hockey pants, shin pads and gloves at least.
3.头盔必须配有护目镜或全护面罩、有护耳，在赛前热身和比赛期间用下颌带扣牢。守门员、女子队员、注册时年龄不满18岁的队员必须佩戴全护面罩。
Ear guards, cage/visor/shield are required on helmets with chin strap properly fastened while on the ice during pre-game warmup and the game itself. Goalkeepers, female players and players under 18 must wear cage or shield with full facial coverage.
4.赛前热身和比赛期间，队员必须使用完整的没有破损的球杆。
All players are required to use whole and fully intact sticks during pre-game warmup and the game itself.
5.比赛期间如果队员头盔掉落，该队员必须立即去往队员席，不允许去捡掉落的头盔，不允许戴上头盔继续比赛或者不戴头盔参与比赛。否则，将以“未戴头盔比赛”进行判罚。
A player whose helmet comes off during game action must proceed to his players’ bench immediately. Attempting to pick it up or wear it back on the ice will be assessed as Playing Without a Helmet.
6.比赛期间如果队员护目镜或全护面罩破损，应在替换下场时立即更换。队员佩戴完整护目镜或全护面罩才可以重新上场参与比赛。
A player whose cage/visor/shield becomes cracked or broken is allowed to finish his shift, but upon leaving the ice he must repair or replace the damaged facial protection before being allowed back on the ice.
7.一名队员在一个赛季中只能注册唯一的队服号码，一旦赛季开始不能更换。一支球队中队员之间号码不能重复。
A player is registered to a certain number throughout the season. It is not allowed to change or exchange jersey numbers once the game has started. No two players on a team may use the same number.
8. 如果队员无法穿着自己注册的号码队服参与比赛，可以穿着本队空白号码的队服上场，不允许穿着其他队员的队服号码参与比赛。
If a player fails to wear the jersey with registered number during a game, a team jersey without number should be wore instead. It is not allowed to wear a teammate’s jersey.
9. 不能以粘贴胶布、涂写等一切方式更改队服号码。
Attempting to change the number on jersey in any way, handwriting or taped, is not permitted.
10. 比赛期间，每支球队最多只能有一名队员穿着空白号码队服参与比赛。
Only one player is allowed to wear a team jersey without number for each team in a game.
11.场内和场外裁判员有权随时对队员装备进行检查，被认为不符合要求的队员需立即离开冰面并且更换装备，直至装备被认为符合要求才能继续参加比赛。判定标准完全依照裁判员决定。
On-ice and off-ice officials have the right to check any piece of equipment at any time. Players with the equipment considered as not conform to the standards should leave the ice immediately. The call will be based on the discretion of the officials. The equipment be be adjusted in accordance with this rules or IIHF standards before going back to the game.
打架或侮辱裁判员
Fighting and the Abuse of Officials
1.不允许打架。队员因打架被判大罚，将在本赛季全部剩余场次中禁赛。
Fighting is prohibited. Receiving a fighting major will result in suspensions for the remainder of the current season.
2.如果队员因打架被禁赛，管理委员会将审核该队员在以后赛季的参赛资格。
Any player suspended for fighting must attend a disciplinary review before they will be permitted to play in any further seasons in the ACHL again.
3.对打架的判罚标准，依据场内裁判员的决定。管理委员会将在比赛结束后对所有打架导致的大罚进行重新审核。
Fighting majors will be called based on the discretion of the on-ice officials. The committee will review all fighting majors after the game.
4.在发生冲突期间离开队员席进入冰面的队员，将在该场比赛剩余时间和下一场比赛中禁赛。本赛季其余场次为观察期，如果该队员再次以任何方式参与冲突，将在本赛季被禁赛。
Any player who leaves the players' bench in the middle of an on ice altercation will be suspended for the next game and will be placed on probation for the remainder of the current season. With any involvement in altercation again, the player will be suspended for the remainder of the current season.
5.队员对场内或场外裁判员进行任何语言上的侮辱，将被判罚10分钟违例。教练或球队经理对场内或场外裁判员进行任何语言上的侮辱，将被要求立即离开队员席，不能参与该场比赛剩余时间。如果拒绝离开，球队将被判罚弃赛，对方球队获胜。判罚标准依据场内裁判员的决定。
Verbal abuse of any on-ice or off-ice officials from players will result in the assessment of a 10-minute misconduct penalty. Verbal abuse from coach or team manager will result in immediately leave from players’ bench to the dressing room. Refusing to leave will forfeit the game to its opponent. All based upon the discretion of the on-ice officials.
6. 队员、教练或球队经理对场内或场外裁判员、管理委员会成员进行任何肢体接触或者威胁，将被立即取消参赛资格，从联赛中除名。
Any physical contact or threat from players, coach or team manager to any league officials will result in immediate expulsion from the League.
放弃比赛
Forfeits
1.如果在比赛开始前球队主动放弃比赛，那么将视为该球队也主动放弃赛程表下一场比赛，这两场比赛均记为对方球队获胜。
Any team who forfeits before the start of a game, will also forfeit another game from its schedule. The opponent team will win the both games.
2.如果球队两次主动放弃比赛，将失去参加本赛季后续比赛的资格，没有例外。将记为对方球队获胜。
Any team who forfeits before the start of a game a second time in the season, will forfeit the remainder of its games in the current season, with no exception. The opponent teams will win the games.
3.如果在预定比赛开始时间之后15分钟内，因一支球队的原因仍未开始比赛，视为该球队放弃比赛，对方球队获胜。
A team will forfeit the game to its opponent if it fail to begin within 15 minutes after the
Scheduled time of game start.
4. 一支球队至少有5名球员和1名守门员上场才可以开始比赛。如果比赛开始时一方守门员未上场，该球队将以6名球员开始进行比赛。如果第一局结束时，该球队守门员仍然未上场，将视为该球队放弃比赛，对方球队获胜。
A team can begin to play with 5 skaters and 1 goalkeeper at minimum. A team is allowed to begin to play with 6 skaters. However, the team will forfeit the game to its opponent if goalkeeper is still not available at the conclusion of the first period.
